The National Weather Service in Seattle has issued a Winter
Weather Advisory for snow... which is in effect from 9 PM this
evening to 11 am PST Saturday.

* Some affected locations... the north Puget Sound region from a
north Seattle to Poulsbo line up through about a Port Townsend
to Arlington line. This includes south Whidbey Island and from
Everett east to the Cascades.

* Timing... rain will continue in a Puget Sound convergence zone
this evening. Rain will change to snow from about late evening
Onward.

* Accumulations... 1 to 3 inches.

* Main impact... roads will become slippery

Precautionary/preparedness actions...

A Winter Weather Advisory for snow means that 1 to 3 inches of
snow is possible.

The Flood Warning continues for
the Snohomish river at Snohomish
* until late Saturday night.
* At 4:30 PM Friday the stage was 26.1 feet.
* Flood stage is 25.0 feet.
* Minor flooding is occurring and moderate flooding is forecast.
* Forecast... the river will continue to rise and crest near 28.2 feet
around 1 am Saturday. The river will fall below flood stage
Saturday early afternoon.
* Impact... at 28.0 feet... the Snohomish river will flood several
roads... including the Snohomish-Monroe Highway and Riverview
Road... and low areas of the lower Snohomish valley that are not
protected by levees. A stage of 28 feet on the Snohomish river
corresponds to a phase 3 in the Snohomish County flood program.

the Snohomish river near Monroe
* until Saturday evening.
* At 4:30 PM Friday the stage was 15.8 feet.
* Flood stage is 15.0 feet.
* Minor flooding is occurring and major flooding is forecast.
* Forecast... the river will continue to rise and crest near 17.5 feet
around 10 PM Friday. The river will fall below flood stage Saturday
morning.
* Impact... at 17.0 feet... the Snohomish river will cause major
flooding... inundating farm land... roads... and some residential
areas. Levees will likely suffer damage. Flooding will occur all
along the river including headwaters... tributaries... and other
streams within and near the Snohomish river Basin. A stage of 17
feet at this location corresponds to phase 2 in the Snohomish
County Flood Warning system.

* Flood stage is 15.0 feet.
* Moderate flooding is occurring.
* Forecast... the river crested at 18.1 feet at 3 PM Friday and will
continue to fall to below flood stage early Saturday morning.
* Impact... at 17.0 feet... the Skykomish river will cause flooding from
near index downstream through Sultan to the Snoqualmie. Flood
waters will cover numerous roads... including Ben Howard Rd...
index-Galena Rd and tualco loop Rd. Flooding in the town of Sultan
will begin. A stage of 17 feet on the Skykomish river corresponds
to a phase 3 in the Snohomish County flood program.

* At 3:30 PM Friday the flow was 18782 cfs.
* Flood flow is 20000 cfs.
* Minor flooding is forecast.
* Forecast... the river will rise above flood flow around 7 PM Friday
and crest near 21238 cfs around 10 PM Friday. The river will fall
below flood flow tonight.
* Impact... at 20000 cfs... the Snoqualmie river will cause widespread
flooding of pasture lands and roads along the river from the town
of Snoqualmie downstream through Fall City. Roads that may become
flooded include Fall City-Carnation... Tolt Hill... and Novelty flats
roads. This river level on the Snoqualmie corresponds roughly to a
phase 3 flood in the King County flood system.

* Forecast... the river will rise above flood stage around 3 PM Friday
and crest near 13.7 feet around 4 PM Friday. The river will fall
below flood stage this evening.
* Impact... at 13.0 feet... the North Fork stillaguamish river will
cause flooding of Oso loop Road and cause minor riverbank erosion.
A stage of 13 feet corresponds to phase 2 in the Snohomish County

* until 545 PM PST.

* At 242 PM PST heavy rain around the Puget Sound lowlands has
caused local street flooding. Several reports have been received of
local street closures caused by water over roadways.


Precautionary/preparedness actions...

Do not underestimate the power of flood waters. Heavy rain with
water accumulating on roadways can cause vehicles to hydroplane.
Deeper water can cause vehicles to stall. Only a few inches of
rapidly flowing water can quickly carry away your vehicle.

... Flood Watch remains in effect through this afternoon...

The Flood Watch continues for

* portions of western Washington... including the following
counties... Skagit... King... Lewis... Mason... Pierce...
Snohomish... Thurston.

* Through this afternoon

* heavy rain will over across western Washington today as a
strong cold front moves south through the area. The frontal band
will bring 1 to 2 inches of rain to the west slopes of the
Cascades today as it moves through. The snow level will be
around 5000 to 6500 feet ahead of the cold front... falling
quickly to around 2500 feet in its wake.

* Many rivers flowing off the west slopes of the Cascades are
running high... especially from King County northward. The
additional rain today could drive some of them above flood
stage. Where flooding does occur... it is expected to be
relatively minor.

Precautionary/preparedness actions...

A Flood Watch means that flooding is possible but not occurring.
Monitor the weather and be ready to act quickly if flooding is
observed or flood warnings are issued.
